Michael Whisman, CPAFounder and Executive Officer
Michael has been serving charter schools since their inception in PA in 1997. He founded a charter school service firm in 2004 and has been a leader in supporting the charter community for more than 20 years. Michael has built relationships since managing the local school audit practice of a large public accounting firm, and now Charter Choices is proud to serve more than 50 charter schools – both brick-and-mortar as well as cyber charter – as clients. Michael has dedicated his career to charter schools, is viewed as an expert in charter school finance, and is often called to testify or engage in shaping activities with key stakeholders in the PA legislature and statewide coalition.

A Certified Public Accountant focused on providing financial management to those who agree that educational choice is a must, Michael is a financial executive, with extensive experience in institutional operations, data/fiscal analysis, and project management.

Ryan SchummFounder and Executive Officer
Ryan has worked at and on behalf of charter schools since 2003. He holds a degree in Education and enjoyed three years of teaching middle school math and science at a charter school. Ryan was chosen to serve on the charter’s leadership team, which ultimately led him to explore assisting schools with administrative and financial challenges across Pennsylvania. In his career after the classroom, Ryan has worked with charter school boards and administrators as a trusted financial manager and advisor for more than 16 years. Ryan is committed to using his experience to assist school leaders in creating great schools of choice.
Jesse Bean, Ed.MPrincipal, School Services
Jesse leads our strategy consulting practice, offering a range of professional services to clients that includes long-range planning, school start-up, executive coaching and board training. Prior to joining the Charter Choices’ team, he was the Head of School at the Russell Byers Charter School, a K-8 Expeditionary Learning school in Philadelphia, and was previously the Principal of Impact Academy of Arts and Technology, one of Envision Education’s network of San Francisco Bay Area high schools that were featured in a 2014 Stanford University case study on student-centered learning and school design. Jesse has led workshops on project-based learning, performance assessment, school redesign, school leadership and governance for educators, leaders and board members in school systems around the world. He is a graduate of Swarthmore College (B.A.) and Harvard University (Ed.M.), and is a National Faculty Member with the Buck Institute for Education.
Kevin Corcoran, MBAPrincipal, School Services
Kevin brings more than 20 years of financial, accounting and management experience to serving clients, including 10 years in leadership positions at one of the largest charter schools in the state including 6 years as its Chief Financial Officer. He also has served in client service and consulting organizations with an emphasis on operations management, procurement and contracts. Kevin is a trusted advisor to Boards and school leaders, providing guidance during pivotal events such as audits, charter application and renewal, and leadership transitions. He has helped educate legislators and officials in Harrisburg on key charter school issues and has provided testimony to the Senate Education Committee. Kevin has also served for more than 20 years in the United States Navy, where he holds the rank of Captain and Commanding Officer of a reserve unit providing logistics support to the Pacific Fleet. Kevin is a native of Philadelphia and earned dual MBA/Master of Public Policy degrees from Duke University and B.S. from Villanova University.
Abby Dubinchik, M.S.EdDirector of Compliance
Abby serves as the Director of Compliance for Charter Choices and possesses nearly a decade of teaching and education experience. Her experience teaching high school math in New Mexico and Philadelphia led Abby to pursue her graduate work at the University of Pennsylvania in Education Policy (M.S.Ed.). Abby is a great resource for State and Federal reporting, Federal grant management, Pennsylvania Information Management System (PIMS) reporting, Charter School annual reports, comprehensive and schoolwide planning, and policy development.
Roger Masch, CPADirector of Accounting Services
Roger has been a CPA and CMA for the past 35 years, during which he has provided financial, accounting, and tax services to businesses and nonprofit organizations in various industries. He has provided support to charter schools and related organizations for more than 20 years. He played an instrumental role in the development, growth, realignment, and cost savings of the financial and administrative infrastructure of a charter school group through their expansion from two institutions with 210 students, to nine institutions with 4,000 students, in just over seven years. He has also taught accounting at the community college level.
Sue Hunt, CPADirector of Accounting Operations
Sue brings with her over 25 years of public and private accounting experience with national and regional public accounting firms. Prior to joining CC Sue was a Quality Control manager in the Accounting & Assurance department of a public accounting firm where she had the opportunity to work with a variety of for-profit and not-for-profit organizations including charter schools.
Dave SutterManager, District Billing Services
Dave heads our District Billing team and brings more than 17 years’ direct experience working at and on behalf of PA charter schools. In the most recent fiscal year, Dave was responsible for invoicing over 50,000 students to all 500 districts in the Commonwealth. He earned a Bachelor’s degree in Accounting and spent several years in Pension Plan Accounting and Administration. Prior to joining our team, Dave also worked at a charter school where he served as Registrar for two years before being promoted to Director of Student Services, a duty he performed for 6 years. As an original team member of Charter Choices, Dave has become a recognized expert in PA school funding and district-charter Billing and Accounts Receivable.
Michelle DelgadoManager, School Retirement Services
As an original team member of Charter Choices, Michelle is a recognized expert in the areas of PSERS Employer Administration and 403b Retirement Plan Implementation and Administration. Michelle implemented the first charter school PSERS alternative plan in Pennsylvania. She leads this vital function at Charter Choices that currently performs monthly reporting, employee contract maintenance and alternative retirement plan implementation. Michelle provides this support to more than 30 charter schools and nearly 2500 educators on a monthly basis. Michelle earned a B.S. at Temple University and has cultivated strong relationships with PDE, PSERS and many retirement financial service providers.
Diane LiborManager, Payroll Services
Diane brings more than 20 years’ experience of supporting schools and clients. Currently her team ensures timely and accurate Payroll and related reporting to more than 2 dozen schools employing thousands of educators. Prior to joining Charter Choices, Diane was the payroll administrator for the School District of Springfield Township, Oreland, PA where she spent 11 years handling every aspect of the Payroll function. Prior to starting her career, Diane earned a B.A. in business/accounting at Temple University.
